Rowlett is a city with extraordinary potential. We have strong neighborhoods, beautiful parks, dedicated public servants, and a community that cares deeply about its future.

But we are also facing real challenges: rising tax pressure, controversial development decisions, aging infrastructure, and declining public trust in leadership.

We don’t need division.  We need disciplined, transparent leadership.

I’m running for City Council to restore trust in local government, protect what makes Rowlett special, and ensure growth strengthens, not strains, our community.

Restore Trust & Accountability in City Government

Trust in local government is essential. When residents feel unheard, unclear about decisions, or disconnected from leadership, confidence erodes.

This is not about personalities - it’s about process. As your City Council representative, I will work to ensure our city operates in the open, measures performance, and communicates clearly with the public.

 

My Priorities:

  • Public-facing project dashboards for major developments and capital projects

  • Plain-English quarterly budget updates for taxpayers

  • A modern, user-friendly city website

  • Clear performance goals and annual evaluations for departments and leadership

  • Structured follow-up on citizen concerns raised during public meetings

  • Early community input before major decisions are finalized

  • Strengthened citizen advisory boards

  • An independent HR climate review to evaluate morale, culture, pay structures, and turnover

 

Government works best when it communicates clearly, operates transparently, and holds itself accountable. Restoring trust isn’t about conflict - it’s about leadership.

Public safety is not political - it’s personal. Rowlett families deserve to feel safe, secure, and supported.

I will work to:

  • Maintain competitive pay to retain experienced police, fire, and public works personnel

  • Support our first responders while maintaining professional standards and accountability

  • Expand community policing and neighborhood engagement

  • Strengthen recruitment pipelines through Explorer programs and academy partnerships

  • Improve emergency preparedness and disaster response coordination, including revitalizing COAD

  • Expand mental health co-response partnerships

  • Support data-driven deployment strategies and problem-solving initiatives

 

Preparation, partnership, and professionalism must guide our public safety strategy.

Fix the Roads & Modernize Infrastructure

Residents are experiencing sewer odors, drainage issues, road wear, and aging public facilities. These are signs that our long-term capital planning must be refocused.​

I will work to strengthen and modernize our Capital Improvement Program by:

  • Conducting a comprehensive infrastructure condition assessment

  • Prioritizing projects based on safety and long-term cost savings

  • Developing a realistic 5–10 year capital roadmap

  • Increasing grant funding to reduce tax burden

  • Strengthening oversight of large contracts and change orders

  • Requiring ROI and lifecycle cost analysis before major spending

We must fix what we have, protect property values, and plan

responsibly for the future.

Rowlett homeowners are carrying too much of the tax burden. Families deserve relief - but they also deserve strong services and safe neighborhoods.

I believe we can responsibly work toward lowering the property tax rate over time without sacrificing quality of life. We do this by:

  • Expanding our commercial tax base

  • Managing city debt aggressively and refinancing when possible

  • Using conservative revenue projections

  • Limiting reliance on short-term borrowing

  • Adopting long-term financial safeguards that protect taxpayers

This isn’t about cutting services. It’s about smarter stewardship. Before we ask residents for more, we must prove we’ve managed every dollar wisely.

Rowlett’s parks and neighborhoods define our quality of life. These are not luxuries - they are core responsibilities of local government. Our parkland is held in trust for future generations. Growth must be balanced with protecting the taxpayers, strengthening our community, and never come at the unnecessary expense of green space.

 

I will:

  • Support a comprehensive update of the Parks Master Plan with robust public input

  • Oppose the net loss of parkland without replacement and clear public support

  • Expand trail connectivity across the city

  • Improve park amenities, safety, and maintenance standards

  • Leverage partnerships and sponsorships to enhance park investment

  • Full transparency in development agreements

  • Independent financial review before major incentives are approved

  • Strong performance benchmarks and clawback protections

  • Infrastructure planning before increased density

  • Protection of public assets and parkland

  • Annual public reporting on major development agreements
